Access Control vs. Video Surveillance: What Does Your Building Need First?
Most owners eventually want both. Almost nobody can afford both at once, done well. Here is a practical way to decide which one earns the budget first.

What each system actually solves
Access control answers "who is allowed in, and when." It prevents unauthorized entry before it happens and creates a record of who came and went. Video surveillance answers "what happened." It rarely stops an incident on its own, but it documents it, supports an investigation, and deters behavior that knows it is being recorded. They solve different problems, and conflating them is the most common planning mistake.
Lead with access control when…
- • You cannot currently account for who has a key or credential to the building.
- • Staff turnover is frequent and re-keying locks is not realistic.
- • You need different access levels for different roles, shifts, or tenants.
- • After-hours entry is a known, recurring problem.
- • You need an audit trail for compliance or insurance purposes.
Lead with video surveillance when…
- • Incidents have already happened and you had no way to review them.
- • The property has exterior areas, parking, or common spaces that access control does not cover.
- • You need deterrence more than restriction — areas that should stay open but monitored.
- • Insurance, liability, or a prior claim specifically calls for documented coverage.
The case for doing both, just not both at once
A phased plan — access control on the entry points that matter most this year, video surveillance on the areas with the highest incident risk, both integrated so events correlate — is usually both more affordable and better executed than trying to do everything simultaneously with whatever budget is available. Integration matters too: an access-denied event with no corresponding video, or a camera with no record of who opened the door it is watching, is a gap either way.
Not sure which applies to your building?
Because CARIBE sells no hardware, there is no incentive to recommend one system over the other based on margin. A short conversation about the building, the incidents you have actually had, and the budget available usually makes the right first step obvious.
